What is the DDA? What does it do?
The DDA is integral to the MEDC’s (Michigan Economic Development Corporation’s) plan/process across the State of Michigan. Small towns, large towns are all being swept into either certification or engagement of Harbor Springs by the RRC (Redevelopment Ready Community).
City Manager Victor Sinadinoski has said numerous times that Harbor Springs does not have to become further involved with the RRC – either as an engaged or certified community.
Let’s not. Let’s say no until we have further education, further discussions, town halls and meetings.
The Planning Commission with new seated members will be able to guide the town halls and meetings over the next months in order to commit to a reasonable and accepted 2025 Zoning Code – much like the 2005 Code – that has safeguarded Harbor Springs from outside development interests over the decades. The Visionary Plan, the Master Plan and all the work that previous commission members set forth during those years has protected the town.

• Prepare an analysis of economic changes taking place in the downtown district.
• Study and analyze the impact of metropolitan growth upon the downtown district.
• Plan and propose the construction, renovation, repair, remodeling, rehabilitation, restoration, preservation, or reconstruction of a public facility, an existing building, or a multiple-family dwelling unit which may be necessary or appropriate to the execution of a plan which, in the opinion of the board, aids in the economic growth of the downtown district.

- Plan, propose, and implement an improvement to a public facility within the development area to comply with the barrier free design requirements
- Develop long-range plans designed to halt the deterioration of property values in the downtown district and to promote the economic growth of the downtown district, and take such steps as may be necessary to persuade property owners to implement the plans to the fullest extent possible.• Implement any plan of development in the downtown district necessary to achieve the purposes of this act, in accordance with the powers of the authority as granted by this act.
