In Michigan, a sidewalk is considered unsafe, and a municipality may be liable for injuries resulting from a fall, if a vertical discontinuity defect is 2 inches or more, or if there is a "dangerous condition in the sidewalk itself of a particular character other than solely a vertical discontinuity".
