At the May 21 Planning Commission meeting, multiple members of the public raised concerns that Beckett & Raeder (B&R) serves simultaneously as the city's planning consultant (through the RFP awarded earlier in 2026) and as the DDA's streetscape design consultant (a $500,000+ project using TIF funds). The concern is that B&R's role as zoning code administrator/planner may create a structural conflict: the firm that helps developers navigate the zoning code is also the firm that advises the city on that code's interpretation and the firm designing the downtown streetscape. Miranda Miller asked directly: "How can [Don Einem] be employed for the DDA and then anything of that streetscape that ends up here, then he's our consultant on that?" The question of whether the city should have independent planning review separate from downtown design work is now on the table.
