Why it matters
The Harbor Way project would extend the Little Traverse Wheelway from its current terminus at Kosequat Park into downtown Harbor Springs via the Shay Drain Culvert underpass under M-119. MDOT approved use of the culvert in February 2023 after a hydrological study found minimal flood risk. Engineering plans are developed; latest cost estimate is in excess of $800,000. Approximately $40,000 raised to date. Project was paused pending new city manager and new council setting priorities. Council was asked for direction on how to proceed.
