Why it matters
Infrastructure and capital planning was flagged as a priority theme during city manager interviews on March 14. It recurred materially on March 18 when the sewer authority update revealed the Harbor 2 lift station and force main are 1972 infrastructure facing multi-million-dollar replacement needs around 2028. Since then, the same capital-pressure pattern has appeared in parks, streets, sidewalks, sewer, waterfront planning, and building maintenance. The June 15 City Council meeting added several concrete pressure points: the Kiwanis building may need structural reinforcement or replacement before foundation funds expire; clean-water infiltration into the sewer system may accelerate facility-expansion costs; Center Street work exposed a sewer conflict; and Harbor Commission reported interest in a 10-year Ford Park strategy coordinated with Bay Street and waterfront uses.
