Latest assessment

What this covers

The 2025–2026 Harbormaster Building renovation and its continuing operational and fiscal effects, including Waterfront Fund repayment to the General Fund, post-construction building issues, and the need to rebuild waterfront reserves.

Why it matters

The project affects a heavily used public waterfront facility and constrains the funds available for other marina and waterfront capital needs. Tracking both building performance and fund recovery keeps the civic question tied to concrete completion and fiscal conditions.

What resolution means

The issue reaches a durable stopping point when renovation defects and remaining work are closed, the building is operating normally, and the City has a documented repayment and reserve-recovery path for the Waterfront Fund.

Tree Advisory Board Meeting - 2026-07-17

Yeah, I think just to let everybody know, I've been advocating that we hold back on doing anything significant for a couple of reasons. One is we just spent a significant part of our reserve funds updating the harbormaster building, and we need to build that back up. The other is that Ford Park is like the bullseye for the Bay Street upgrade. The lift station is in Ford Park.

Yes, the harbormaster building. We had to close it twice because the sewer backed up, but it was when they, they camera'd it, they found it clogged with drywall dust. The beach restrooms are open. New urinals, toilets, new roof, new ventilation. We're just waiting for the doors. And I applied for an additional FEMA grant from the ice storm. They opened up Category F. in Leonard from FEMA. So we should be receiving another $37,000, $38,000 from FEMA that originally wasn't goin… Read full excerpt

So we should be receiving another $37,000, $38,000 from FEMA that originally wasn't going to come our way. But I think Governor Whitmer, the president uncapped it. So we were able to apply for that. And I just spoke with Leonard again from FEMA on Thursday. And Chris and I are going to have to calculate adm
