• Density denial vs. perception: Residents consistently reject the PC’s claim of “not increasing density.” ADUs, PDs, and cluster housing are seen as density boosters regardless of PC framing.
• Trust deficit: Most comments circle back to distrust of the PC — process described as broken, unaccountable, and seemingly too close to developers, especially those members that approved #439 Zoning Code .
• Protective tools missing: Lack of more than one or two overlays, architectural standards for colonial designs, weak design standards, and subjective PD criteria are seen as gaps and loop holes that invite overgrowth.
• Values ignored: Families, community gardens, historic character, and legacy were recurring values that residents feel are being sidelined in favor of development.
• Urgency for reform: People want neighbor notification, a go-slow attitude, real discussion hearings, stronger council oversight, and adherence to the Master Plan before any adoption of the new proposed draft code.
