Planning Commissioner Kenny Stewart at the May 1, 2025 Planning Commission meeting suggested that prior to the May 17th meeting that the community read through the Article 4 – Overlay Districts for homework. Here is his quote,”…in my preparation for tonight, I read through Article Four, which is the overlay areas. And I’d ask that we not pursue the details of that section necessarily, but that we stay focused on Article 2. It does inform you a little bit more about how did the zoning commission get to where they were… so use that as homework I think to help us all be more informed as we approach Article 2.”

OVERLAY DISTRICT PURPOSES Overlay zones should address specific, narrowly defined needs, not be used to replace or redefine entire districts. Overlay districts are important in small towns because they provide a flexible tool for implementing targeted regulations to address specific needs, such as protecting sensitive environmental areas, waterways and runoff areas, bluffs, preserving historic buildings, or encouraging specific types of development. They allow for zoning flexibility while ensuring that certain goals are met within specific areas.
